Missouri Right to Life Press Release

For Immediate Release: March 19, 2013

MO Supreme Court Strikes Down MOSIRA

Missouri Right to Life applauds the Missouri Supreme Court decision announced today upholding a Cole County Circuit Court decision which struck down the 2011 MOSIRA (Missouri Science Innovation and Reinvestment Act) legislation that created an incentive fund for science and technology-based businesses.

Missouri Right to Life, Missouri Roundtable for Life, Citizens of Missouri and Lawyers for Life filed suit against MOSIRA.  “Our suit was based on the language of SB 7 which clearly states that MOSIRA could not go into effect without the passage of SB 8, known as the Aerotropolis bill, during the extraordinary special session.  Since SB 8 did not pass, it was our position that MOSIRA could not go into effect,” said Pam Fichter, President of Missouri Right to Life.

“Missouri Right to Life is very thankful for this decision.  While we know that the court ruled on the constitutional requirement that legislation address only a single subject, they did recognize that SB 7 would not have passed without it’s being tied to SB 8.  Missouri Right to Life is committed to standing against the destruction of innocent human lives through any means, including human cloning and embryonic stem cell research.  The MOSIRA legislation had no protective language to prevent funds from being used for abortion services, human cloning and embryonic stem cell research,” continued Fichter.

“Missouri Right to Life will continue to monitor any attempts to pass similar economic development legislation without pro-life protections.  While we support a strong Missouri economy, we cannot purchase it with the lives of innocent human beings at the earliest stages of development.”
